I never thought Bailey was a ditz.  I did think she was shy and unassertive, at
first, and that came across as ditzy.  However, as the show went on she got more
confident.  IMHO she proved herself to be very smart... certainly, like
Jennifer, smarter that most all of her male co-workers.

There was an episode in the IIRC last season called "The Consultant."  Jennifer
acted incredibly air-headed and ditzy, while Bailey also acted air-headed but
more spaced-out.  When the Consultant reported their behavior back to Mama
Carlson, she knew right away that it was a BS evaluation of the both of them...
she knew they were both smart and competent.  

I agree regarding Mary Ann and Ginger although, there again, I sometimes got the
impression that maybe Ginger's ditziness was an act or maybe learned behavior. 
IIRC, the actress who played Ginger didn't like that aspect of the character and
the fact that she was typecast after playing Ginger.
