What makes you think that?  Is there a reason behind your statement?  After
all, while shape shifting is a handy trait, it does not inpart
invulnerability.  If it did, there would no longer be a need to actually
change shape.  The borg (or anyone else for that matter) could easily
create a field that would identify shapeshifters based on their DNA or cell
structure.  Then they could write a program that would anihilate (by
disruption or broad beaming) any shape shifters that encountered the field.
The idea that shape shifters can go completely unnoticed when the tech of
the day includes on the fly neural scans and sampleless DNA scans is
ludicrious at best.
