They put tarriffs on blank CDs, since they would (of course) be used for
pirating music. Even if fair use applied in duplicating copyright
content, and even if you used them to back up your own content.

All of the civil asset forfeiture money gets put into the local
jurisdiction's slush fund. No chance of it getting back to the fed.
