According to Mad Vlad, why not blast the infrastructure,  
destroy buildings, and turn the land into a nuclear  
contaminated zone were noone would want to live. Makes perfect  
sense (not!) ..however, the people he represents certainly  
believe he's liberating them from the enemy.    :/
