Because the American plan is to force an unstable ceasefire in which European military powers will be used as guaranteers of the ceasefire. That means European troops and bases on Ukrainian soil buying American weapons. For the plan to work the Russians have to buy it, which means having a good enough relation with them. Plus it is hard enough to condemn Russia for breaking the Minsk accords when Merkel herlself prety much said the Minsk accords were an European strategy to pump weapons into Ukraine under the table. That is my guess.
