In reality, they are going to pay for it.  It could have been made more clear
that they would be paying for it in the long run.

Higher tariffs and companies finally moving their manufactuering back to the
states and out of Mexico to name a few.  

We should get free labor to build it by using prisoners and all the millions of
illegals already here.  Round them up and they can build it.
