I used to recommend Dells just for that reason.. but they stopped doing it now. We ordered one a few months ago and when it came in, I formatted it then looked around for the WinXP disc.. and there was none. They just give you this little piece of cardboard that looks like a CD saying that there is no CD anymore. So before you go formatting, make sure you have the right XP disc.
